So Dane, Treschi, and Chiang all walk into a bar. Not together, mind you, but each five minutes after the other. This causes a bit of a dilemna for the bar's other occupants, which of the three should be bowed to first? None of the rulers want to be upstaged of course, so Treschi mind-funts them all into choosing him; but Dane uses his super-horadrim/mage powers to physically force them to bow to him; while Chiang...Chiang has a coronary and croaks in his Sake.
Honestly, why do Dane and Treschi tolerate having the Emperor get away with so much power?

The same reason Clarke and Fox let Wall have so much power. It helps to have an unawakened human politician be among the top leadership...it preserves the illusion that we aren't all living in a magical aristocracy where mundanes don't count for anything.
